Ninh Thuan also doesn't have an airport. The easiest way with the most flights is to fly to Cam Ranh; from here to the city of Phan Rang - Thap Cham takes about 1 hour and 30 minutes of travel.

From Cam Ranh airport to Phan Rang, you can only go by taxi. There used to be a bus, but this route has now been canceled, probably because too few people took it. The price is also very reasonable, around 800k - 900k for a 4-seater car for a distance of 70km, which is very cheap when split. You don't need to book in advance either; there are always taxis waiting outside and you don't have to worry about them overcharging you. If you want to be more careful, you can check via apps first and negotiate the price with them. Personally, I don't think it's necessary.
Flight: book to Cam Ranh Airport.
Taxi / tourist taxi: confirm pickup point, stops, wait time, and return time before departure.

Come for the coast, stay for the strange mix: dry wind, blue water, Cham towers, grape gardens, sheep fields, and roads that look like they were built for a movie chase. Ninh Thuan is not polished, and that is the point.
Expect bright sea, pale sand, rock cliffs, and heat that does not play around. Start early, cover up, drink water, and save the brutal noon sun for a nap or a long seafood lunch.
Food is simple, local, and very affordable once you are in Phan Rang. Spend smarter on transport, then enjoy the easy wins: seafood, noodles, rice plates, fruit smoothies, and whatever small place looks busy.
